Pourtant, une réponse efficace à la “crise du Covid” nécessiterait de nouveaux emprunts à la fois pour relancer les économies et réaliser de nouveaux investissements (Santé, éducation…). Dès lors, de nombreux décideurs appellent à une annulation totale ou partielle des dettes en cours au risque de perdre durablement la confiance des prêteurs internationaux.
