S.E. Dr. Patrice Emery TROVOADA

Prime Minister and Head of Government, Democratic Republic of Sao Tome and Principe

H. E. Patrice Emery Trovoada serves as the Prime Minister and Chief of Government of the Democratic Republic of São Tomé and Príncipe since 11 November 2022. He previously served his country three times as Prime Minister.

He was born on 18 March 1962 in Libreville, Gabon, is an economist educated in France. Patrice Trovoada is the President of the Independent Democratic Action (ADI), the largest political party of the Democratic Republic of São Tomé and Príncipe since 2010. Throughout his career, H.E. Patrice Trovoada has held several prominent roles, including Special Advisor for International Affairs to President Miguel Trovoada in 1992, Advisor to the Board of Directors of a Portuguese Private Banking institution between 1996 and 1997, Minister of Foreign Affairs in 2001, Advisor to the Special Agency for Oil to President Fradique de Menezes until May 2005, and as in Independent Non-Executive Director on the Board of a Multinational Maritime Logistics company based in the United Arab Emirates between 2020 and 2022.

In October 2015, Patrice Trovoada welcomed investors and partners for the first international investment conference hosted in London and unveiled the vision for the development of the country. The Government led by H.E. Patrice Trovoada achieved many development milestones and reforms with good governance during the 2014-2018 term in office.

In October 2015, H.E. Patrice Trovoada organized and led the first International Investment Conference held in London, bringing together multilateral private and public partners. At this conference, Patrice Trovoada presented the vision that to this day underpins the development plan that his governments have proposed to the country.

Under his leadership, the government achieved several development milestones and implemented reforms with exemplary governance during the 2014-2018 term. H.E. Patrice Trovoada successfully established solid international relations for the small island nation, maintaining a relentless focus on his country’s development needs. His success is largely attributed to the deep and cordial relations he maintains with various African and European leaders, his policy of economic and strategic diplomacy, as well as his commitment to sustainable solutions to development challenges. As a visionary leader, his fluency in Portuguese, French and English, together with his deep understanding of global issues and strategic geopolitical situations, have earned him respect on various international platforms.
