H.E. Bouna SYLLA
Minister of Mines and Geology, Republic of Guinea

Bouna Sylla is a Guinean politician. A legal and tax expert, he was born in Mamou, a strategic crossroads city located 300 km from Conakry. Since March 13, 2024, he has served as the Minister of Mines and Geology of the Republic of Guinea in the third transitional government led by Mr. Amadou Oury Bah.
Bouna Sylla is a product of the Guinean education system. He pursued a brilliant course of legal studies at the University of Conakry, where he earned a Master’s degree in Private Law between 1989 and 1992. He continued to deepen his knowledge in law in France, successively obtaining a Bachelor’s degree in Law from the University of Paris-X-Nanterre in 1995, a Master’s degree in Private Law with a specialization in Judicial Careers and Criminal Sciences in 1996, and a Master’s degree in Business Law in 1997. In 1999, he graduated with distinction from the University of Paris-V-René Descartes with a Specialized Postgraduate Diploma (DESS) in Business Law (3rd Cycle).
From 2000 to 2003, he worked as a research associate at the Institute of Economic, Fiscal, and Social Law of the University of Paris-IX-Dauphine, under Professor Alfandari. From March 2003 to January 2006, he served as the Director of FUTUR AUTOS. Between January 2008 and January 2009, he was a lecturer in the Department of International Studies in Canada.
From January 2009 to January 2010, he held the position of Legal and Tax Advisor at the Presidency of the Republic of Guinea. Between October 2010 and September 2011, he was Associate Director and Head of the Legal and Tax Department at Epsilone-Audit & Conseil.
From 2011 to 2021, he was appointed Economic and Tax Advisor to the Ministry of Mines and Geology of the Republic of Guinea. During this time, he carried out major assignments that significantly contributed to positioning the mining sector as a regional and international reference. His accomplishments include: being a member of the negotiation team for several mining agreements and conventions; contributing to the study defining the role of the Guinean Mining Heritage Company (SOGUIPAMI); and overseeing the implementation of recommendations from the diagnostic study on Guinea’s mining revenue collection system.
In 2015, he completed the Executive Certificate Course on Oil, Gas & Mining Governance at the University of Oxford (Blavatnik School of Government).
From July 27, 2022, until the evening of Wednesday, March 13, 2024, he served as Chairman of the Board of Directors (PCA) of the TransGuinean Company (CTG), which manages the Simandou mega-project.
