Telecoms Offshored – ACF Report

The rapid rise of Low Earth Orbit (LEO) satellite constellations is reshaping connectivity in Africa, introducing a new model of “offshore telecommunications operators” that deliver high‑speed internet with minimal physical infrastructure on the ground. This report, produced by the Africa CEO Forum in partnership with Askya Investment Partners, examines the economic, fiscal and sovereignty implications of this shift for African economies and public finances.

Drawing on interviews with more than 30 telecoms leaders, regulators, policymakers and industry experts, the study shows that the core challenge is no longer just extending coverage, but determining how connectivity is delivered, who captures the value and how much of that value accrues to African states through jobs, taxation and universal service mechanisms. It highlights the risks of eroding investment in terrestrial networks, weakening domestic tax bases and diverting contributions away from Universal Service Funds if satellite expansion proceeds without an adapted regulatory and fiscal approach.

The report sets out a roadmap for a hybrid connectivity model – combining fibre, mobile and satellite – that ensures fair competition, strengthens local value creation and reinforces Africa’s digital sovereignty, while supporting sustainable public finances. It offers concrete recommendations on licensing, taxation, universal service obligations, data governance and the development of African satellite capabilities.
