Chairman of the Board of Directors, Sovereign Wealth Fund of Angola (FSDEA)
Armando Manuel is a public-sector leader with a distinguished track record and a firm commitment to the economic development of Angola and the African continent. He currently serves as Chairman of the Board of Directors of the Angola Sovereign Wealth Fund (FSDEA), a role he has held since the institution’s establishment in 2012, as its first Chairman. His leadership in sovereign asset management and his strategic vision continue to exert a decisive influence on Angola’s economic future.
In addition, Armando Manuel is also Chairman of the Board and a Non-Executive Director of the Trade and Development Bank (TDB), where he continues to contribute to the promotion of economic and financial development across the region.
His tenure as Minister of Finance from 2013 to 2016 marked a pivotal period for the Angolan economy, particularly in the challenging aftermath of the global financial crisis. Armando Manuel played a key role in the country’s macroeconomic stabilisation, implementing effective policies to control inflation, maintain a stable exchange rate, and secure positive budget balances. His stewardship also included broadening the domestic revenue base, improving public debt management, and adopting rigorous fiscal policies aimed at strengthening the country’s economic resilience to external shocks.
One of the major milestones of his tenure was leading Angola’s first Eurobond issuances in 2015, a significant step towards diversifying the country’s sources of financing. This achievement enabled Angola to consolidate its presence in global capital markets and to establish a solid foundation for sustainable borrowing.
Prior to his appointment as Minister, Armando Manuel served as Economic Policy Adviser to the President of the Republic from 2010 to 2013, where he made a substantial contribution to the formulation and implementation of key economic policies for the country’s sustainable growth. Between 2006 and 2009, he was National Director of the Treasury at the Ministry of Finance and, before that, Head of Operations in the Treasury Department, where he worked to optimise the country’s financial management and fiscal operations.
Alongside his extensive experience in the public sector, Armando Manuel has remained active in academia. Since 2017, he has been a Lecturer in Macroeconomics and Econometrics at Agostinho Neto University, and he also collaborates with other higher education institutions in Angola, sharing his expertise with new generations of economists.
His academic background includes a Master’s degree in Economics from London Metropolitan University in the United Kingdom, with a specialisation in the Angolan economy. He holds a Bachelor’s degree in Economics from Agostinho Neto University and has undertaken several professional qualifications in areas such as venture capital, private equity, and economic diplomacy. He is also an alumnus of the prestigious Harvard University, further reinforcing an academic path of excellence and strong ties to one of the world’s most influential ecosystems of strategic and financial thought.
Armando Manuel has been a prominent figure in international organisations, including the World Bank, where he represented Angola, Nigeria, and South Africa, and the International Monetary Fund (IMF), where he served as a Technical Assistance Adviser, consistently focused on improving public financial management in developing countries.
In 2022, he was appointed Adviser to the President of the Republic on the Economic and Social Council, where he played a key role in shaping macroeconomic policies aimed at creating a more favourable environment for sustainable growth and the diversification of the Angolan economy.
