H.E. José de Lima MASSANO

Minister of State for Economic Coordination, Republic of Angola

José de Lima Massano is Minister of State for Economic Coordination of the Republic of Angola, serving in the Office of the President as the President’s principal economic adviser. He is responsible for overseeing the design, coordination and implementation of Angola’s economic policies and strategies, ensuring alignment with the President’s vision and the National Development Plan. He was appointed to this position in June 2023.

 

In this role, he leads economic planning efforts to ensure that public policies are effective and actionable; coordinates the work of the economic ministries and the broader government economic team; monitors and evaluates the implementation of approved economic policies and reforms; engages with public and private sector stakeholders to strengthen cooperation with national and international partners; and represents the Office of the President in high-level national and international economic and financial forums. He also participates in meetings chaired by the President on broader matters of State.

 

Prior to his current appointment, Mr. Massano served as Governor of the National Bank of Angola (Banco Nacional de Angola – BNA) for nearly ten years, in two separate terms: from October 2010 to January 2015, and from October 2017 to June 2023.

 

He brings extensive experience in the financial sector, having served for a total of six years as Chief Executive Officer of Banco Angolano de Investimento (BAI), Angola’s largest private bank, both before and after his first term at the central bank. Earlier in his career, he was Executive Director of Banco de Poupança e Crédito (BPC), then the country’s largest state-owned bank, where he served for seven years. He began his professional career at Sonangol EP, Angola’s national oil company, in the Accounting Department.

 

Mr. Massano holds a Bachelor’s degree in Accounting and Finance from the University of Salford, Manchester, and a Master’s degree in Accounting and Finance from the City University of London.
