H.E. Pacôme KOSSY

Minister of Agriculture, Livestock and Rural Development , Gabonese Republic

Pacôme Kossy is a Gabonese national from Port-Gentil. Since January 2026, he has served as Minister of Agriculture, Livestock and Rural Development of Gabon. In this capacity, he is leading the structural transformation of the country’s agricultural sector, with a vision centered on food sovereignty, private sector mobilization, job creation, and the repositioning of agriculture as a cornerstone of Gabon’s economic diversification.

Over a career spanning more than two decades, he has held senior positions within the World Bank in Washington, D.C., the United Nations Economic Commission for Africa in Addis Ababa, UN-Habitat in Nairobi, and the United Nations Resident Coordinator System in Burundi and Eritrea. His work has covered sustainable development, food systems transformation, climate finance, trade and industrialization, and multilateral diplomacy, with a consistent focus on translating policy into programmatic results across complex, multi-country environments.

A Forestry Engineer with a Master’s degree in International Finance and Economics, Pacôme Kossy is recognized for his expertise in public policy design, inter-institutional coordination, and the management of multisectoral reforms, as well as for his ability to mobilize investments and forge strategic partnerships in support of sustainable transformation at both the national and international levels.
