Papa Amadou Sarr is the Chief Executive Officer of PORTEO Group, a leading pan-African company specializing in infrastructure, territorial development, and agro-industry. Former Executive Director at the French Development Agency (AFD) and former Minister Delegate to the Presidency of the Republic of Senegal in charge of Youth and Women Entrepreneurship, he also held senior positions at the OECD and the Bill & Melinda Gates Foundation. A graduate of Sciences Po Paris, EHESS, Sorbonne University, and Harvard, he brings to PORTEO a unique expertise bridging public policy, development finance, and private-sector execution. As CEO, he aims to strengthen PORTEO’s continental footprint and position it as a key driver of sovereignty, inclusion, and sustainable transformation across Africa.
