H.E.M Amadou Coulibaly

H.E.M Amadou COULIBALY, Ivorian ambassador and politician, is a member of the Government, in his capacity as Minister of Communication and Digital Economy, and Government Spokesman.

Academic and professional background

A former boarder at the Ecole Militaire Préparatoire Technique (EMPT), Amadou COULIBALY holds a degree in modern literature from the Ecole Normale Supérieure d’Abidjan (ENS) and a diploma in communication studies and research from the Centre d’Etude et de Recherche en Communication (CERCOM) at the University of Cocody. Armed with his diploma, he began working in 1990 as a secondary school teacher at the Lycée Municipal de Koumassi, before joining the Ministry of State, Ministry of Agriculture, as Head of the Communication and Public Relations Department, with the rank of Director of Central Administration from 2003 to 2008.

Involvement in politics

His involvement in politics began with the Rassemblement Des Républicains (RDR) when it was founded. He began by proving himself within the Rassemblement des Jeunes Républicains (RJR), where he eventually held the position of national vice-president from 1998-2000. His qualities as an excellent communicator and orator earned him the position of Deputy National Secretary of Communication for the RDR, from 1999 to 2005. In 2006, the President of the RDR, H.E. Alassane OUATTARA, took him on as Communications Advisor until 2010.

Subsequently, Amadou COULIBALY was appointed Communication Advisor in charge of audiovisual, information and communication technologies to the Head of State from 2010 to 2015. He was appointed Director of External Services of the Presidency of the Republic of Côte d’Ivoire in 2015. He was also Advisor to Madame Henriette Dagri-DIABATE, President of the Rassemblement Des Républicains (RDR) in 2017. He was Diplomatic Advisor in 2018, with ambassadorial rank acquired in 2019.

The great confidence expressed by the President of the Republic, His Excellency Alassane OUATTARA, earned him the position of Minister of Communication, Media and Francophony, Government Spokesman, in Prime Minister Patrick Jérôme ACHI’s government, since April 6, 2021.

In the reshuffle of April 20, 2022, he was appointed head of the Ministry of Communication and Digital Economy, Government Spokesman.

Deputy at the National Assembly

Minister Amadou is also a major social player, rehabilitating schools, health centers and village pumps. His considerable contribution to the emergence of talent in our country’s arts and culture world has revealed his altruism and sense of sharing. Thanks to his close ties with the community, Am’S, as the local population calls him, was elected deputy for the Korhogo sub-prefecture constituency in the last legislative elections on March 6, 2021.

Distinction

His personal merit and eminent services to the nation have been rewarded through his elevation to the rank of Officer of the National Order of the Republic of Côte d’Ivoire. He has also been Commander of the Order of Merit of Communication in Côte d’Ivoire since May 2021, Commander of the Order of Merit of the Digital Economy since April 2022 and Commander of the Order of National Merit since September 2023.
