Jean-Guy Afrika is the Chief Executive Officer of the Rwanda Development Board, the Government of Rwanda’s lead institution responsible for accelerating private sector growth, investment, tourism, conservation, export development, mining, special economic zones, and related strategic sectors. In this role, he coordinates Rwanda’s investment promotion and facilitation agenda, including the structuring and negotiation of strategic investments, investor aftercare, and cross-government coordination to improve the country’s business environment.

Before joining RDB, Jean-Guy held senior leadership roles at the African Development Bank, where he helped shape the Bank’s regional integration agenda and supported the management and performance oversight of a portfolio of regional projects valued at more than US$14 billion. His work focused on cross-border infrastructure, trade facilitation, economic corridors, regional markets, and the mobilization of investment to strengthen Africa’s economic connectivity and competitiveness.

Earlier in his career, he held senior roles at the East African Community and the Rwanda Investment & Export Promotion Agency, where he advanced regional economic cooperation, investment promotion, and export growth initiatives.
